What is a transition meeting in an HOA?

An HOA often starts in the hands of the neighborhood’s initial developer. A transition meeting happens when control of the HOA shifts from the developer to the homeowners. It includes turning over records and electing a resident-led board. The developer may also present a financial report, engineering study, or reserve disclosure during this meeting, depending on state requirements. 

Why is the transition meeting important?

It marks the start of homeowner governance and helps establish a long-term community direction. It also gives residents the opportunity to review the association’s financial health, identify any construction or reserve issues, and begin operating independently with full transparency and authority.
